GM says it understands concerns about global climate change and is working on technologies to make its vehicles more environmental friendly. According to GM's statement, the Clinton administration went into Kyoto with a proposal that included flexibility in meeting emissions reduction levels, and the need for meaningful participation by developing nations. Neither of these objectives are included in the agreement.
