Tazeem Pasha
Manager, Business Retention and Expansion
SelectUSA, U.S. Department of Commerce


Tazeem Pasha serves as Manager, Business Retention and Expansion at SelectUSA. Established by Executive Order of the President , SelectUSA is a government-wide initiative to attract, retain and grow business investment in the United States by foreign and domestic firms. In this role, she is responsible for managing outreach to U.S. state, regional and local economic development agencies, foreign governments and investors to promote investment in the United States.

In this role, Ms. Pasha managed the FDI attraction efforts of Ohio’s overseas offices in Canada, China, Europe, Israel, India, Japan and Mexico. Her responsibilities included implementing a worldwide FDI attraction strategy that fosters growth in Ohio’s targeted industries, evaluating overseas companies that are poised to make investments in Ohio and serving as their liaison to State agencies. She also served as the China and Europe market expert for the automotive and renewable energy manufacturing sectors.

Previously, Ms. Pasha served as Special Assistant for Economic Development for Lt. Governor Lee Fisher. In this capacity, Tazeem coordinated economic development projects that required the Governor’s and Lt. Governor’s direct involvement and managed the Department’s initiative to create its Strategic Plan.

As a Hansard Scholar at the London School of Economics and Political Science (LSE) in 2003, she served as legislative aide to the Labor Party in the English Parliament at Westminster Palace and assisted in the administration’s defense and foreign policy.

Ms. Pasha holds a Master’s Degree in Business Administration (MBA) at the Fisher College of Business, The Ohio State University and a Bachelor’s degree in political science and economics from Wells College.

Ms. Pasha has spent 10 years in Islamabad, Pakistan with her parents and three sisters. While a native of New York, Ms. Pasha considers Columbus, Ohio among her hometowns and resides in Washington, DC.

 

Understanding Incentives
Every project is different, as are the factors for success that drive the project. It is imperative to understand the cost drivers, the strategic leverage points and the risk profile of the company if a community of state is going to be successful in crafting meaningful and impactful incentives. In addition, the policy and recruitment goals and objectives of the state and community are not separate and apart of the application and use of incentives. They should be in sync, and if not, will result in wasting millions of dollars – or even worse, the misapplication of unnecessary incentives that could be used better elsewhere.

Ed McCallum, a senior principal in McCallum Sweeney Consulting, provides site selection services and economic development consulting to companies and organizations worldwide.

McCallum's 23 years of experience in the site selection industry includes a myriad of industrial, headquarters, and warehousing site selection endeavors. Before starting McCallum Sweeney Consulting, Inc. in August of 2000, McCallum was the Managing Principal of Fluor's Global Location Strategies Group, having dedicated 14 years performing site selection and economic development consulting. Major clients included Mercedes-Benz, Navistar, Caterpillar, US Bioscience, Human Genome Science, Taiwan Semiconductor, Shell Chemical, Flowserve, Florida Power & Light, New Jersey Power & Light, and GAF Materials

McCallum has assisted clients in a wide variety of industries at McCallum Sweeney as well, from manufacturing to warehousing and distribution. Recent clients include American Titanium Works (metals), Alstom (energy), Nordex, (wind energy), Zarges Gmbh (wind energy), PACCAR (engine manufacturing), LM Wind Power (wind energy), Austal (shipbuilding), Atlantic Marine (maritime transportation), BP (petrochemical spin off), Weil McLain (hydraulic heating), Boeing (aeronautics), Kasle Steel (steel blanking auto supplier), Mitsubishi (auto assembler), Tower Automotive (auto frame assemblies), Vought/Alenia (aircraft manufacturing), and International Shipholding Corporation (headquarters relocation).

McCallum has conducted siting projects in Europe, Asia, South America, Mexico as well as most regions of the United States and Canada. Specific experience includes location analysis, economic research, financial analysis, site evaluation, real estate negotiations, incentive negotiations, computer modeling and programming, strategy assessments, and marketing analysis. International experience includes project investigations in Mexico, the Netherlands, Caribbean, Czechoslovakia, Germany, Belgium, Austria, France, Luxembourg, Vietnam, Canada, Taiwan, Argentina, and the United Kingdom.

McCallum also provides consulting services to leading economic development organizations across the United States in such areas as strategic planning and organizational design, site certification, incentive strategies, and sustainable development strategies. He was responsible for designing and heading up Pennsylvania's Certified Sites program -- known as "Select Sites™" and continuing with Phase II of the same program in a web enabled environment. In addition, he managed Tennessee Valley Authority's (TVA) automotive mega-site certification program within the entire TVA service territory and helped Duke Energy with comprehensive mega-site identification for the automotive industry and a site qualification program for select target-market industries. Due to the TVA mega-site program, PACCAR, Toyota, SeverCorr, and Volkswagon, and Hemlock Semiconductor have invested within TVA's service territory.

McCallum has a master's in City and Regional Planning from Clemson University and a Bachelor of Business Administration from James Madison University. McCallum received an athletic scholarship to Indiana University and later a vice-presidential appointment to the United States Air Force Academy while serving active duty.

Saúl Gomez is based in the Los Angeles office and is part of Ernst & Young’s West sub area global Indirect tax. He co-leads their credits and incentives practice. During his ten years with the firm, Gomez has provided site selection, negotiated and statutory incentives services to many of the firm’s largest manufacturing, consumer retail and healthcare clients.

He has performed numerous state enterprise zone and WOTC and multistate credit studies for both local and national clients and led the audit defense when applicable.

Prior to joining Ernst & Young, Gomez worked as Senior Regional Manager with the Los Angeles County Economic Development Corporation where he worked alongside the State of California, counties, and cities to retain and attract major companies to the California market.

Gomez attended the University of California at Berkeley and holds a bachelor's in Business Administration.

James Robey, Ph.D., Managing Director in Mohr Partners’ Cleveland office, brings 25 years of experience in providing economic development research, market research and analysis, and research deliverables to large and small corporate organizations, Chambers of Commerce, state and local government economic development organizations and non-profit EDC’s. His expertise in economic development and urban studies enable him to deliver a superior level of service to his clients.

Prior to joining Mohr, Dr. Robey served as Vice President of Research with Team NEO, where he was responsible for developing and implementing strategies for the retention, expansion and attraction of key industries by analyzing the region’s economic structure, including business and occupation trends. Dr. Robey was director of Economic Research at the Greater Cleveland Growth Association for more than seven years before joining Team NEO. In that capacity, he oversaw the process of setting and collecting the organization’s key performance measures, conducted economic impact studies of the organization’s activities and established new perspectives on the supply and demand for IT and Biomedical workers in the region.

Prior to joining the Growth Association, Dr. Robey was part of the Economic Development team at Cleveland State University’s Economic Development Program with the Levin College of Urban Affairs. He served as the project manager for the Ohio Economic Development Database Project.



New Dimensions of Entrepreneurship in the American Economy
For decades, entrepreneurship has been a fundamental aspect of most economic development programs at the local, regional and state levels.  In many cases, entrepreneurship has been synonymous with small business development.  Today, however, evidence shows that the face of entrepreneurship not only is changing in terms of demographics, but an increased emphasis on the young enterprise is far more beneficial than traditional approaches.  Dr. Morfessis will provide a compelling overview and case for why states and communities need to reaffirm their commitment to entrepreneurship and focus their sites on the young enterprise.

As a business and economic development executive, Ioanna Morfessis has focused her professional life on helping communities and companies create and execute successful change and growth strategies. During her tenure in these organizations, her work led to the attraction of nearly $30 billion of private capital investment and the creation of more than 200,000 new direct jobs in these markets.

In 2004, Morfessis established IO.INC, a visionary consulting practice that delivers expert and effective strategies and solutions to help leaders, organizations and places grow. Among IO.INC's clients include cities, global and domestic companies, publicly traded and privately held; master planned community developers and nonprofit organizations.

As a civic steward, Morfessis serves or has served on the boards of many local, state and national charities and non-profit organizations, including art and science museums, community foundations, private charitable trusts and service organizations. She is a founding director of the Helios Education Foundation, a $500 million foundation that provides access to post-secondary education in Arizona and Florida. Case Study: The Anatomy of a Project
Ulrich Schmidt will provide a case study on a recent, sizeable steel mill project ($500M investment) in the Southeast. Company had considered multiple locations in the US as well as global locations. Ulrich Schmidt is a Senior Manager in KPMG's Global Location and Expansion Services (GLES) Practice, State and Local Tax, based in Philadelphia, Pennsylvania. He has over 14 years of experience in working with national and international companies on location analysis, site selection, multi-state tax issues, and business incentive. After completing his post-secondary education in Germany, Schmidt began his career at a multi-state utility company, focusing on attracting foreign-based companies to the United States. He joined KPMG's GLES practice in 2000. Schmidt works with clients on the entire business process, from developing location strategies and client delivery models to tax incentives negotiation and structuring for new and existing company investments. Schmidt’s professional and industry experience includes:

C. Paige Webster has been working with Foote Consulting since the inception. Webster has worked with many projects across many industry sectors including: aerospace, bio tech, geo thermal, wind and solar, warehouse distribution, office projects, data centers, and corporate centers and the retail sector. Webster has been working in site selection and economic development for thirteen years. Webster has also been assisting on other economic development, incubator and work force development studies for Foote Consulting, LLC.

Webster has had extensive site selection experience as he was the Western Regional Real Estate Manager for Aaron Rents. Webster was able to facilitate and expand the major retail expansion for Aaron Rents in the Western United States.

Webster has had experience in the Economic Development arena too. He was the former Economic Development Director for the Greater Yuma Economic Development Corporation. Webster's experience includes working with back office, warehouse distribution, bio tech, software development companies and food processing companies for the Yuma area. Webster did extensive work in cross border economic development and was a member of the Border Trade Alliance (BTA) and worked closely with the Arizona Governor's Office on cross border issues in Mexico. Webster was on the Workforce Development Board and was also a Board Member of the Arizona Association of Economic Development (AAED). Webster has also received the CEcD designation during his career in Economic Development.

He has provided assistance to a wide variety of companies and organizations throughout North America, including many Fortune 50 firms and state and local government agencies. His experience and expertise includes domestic and international site selection and location analysis, economic incentives research and acquisition, financial modeling and decision analysis, target industry analysis, program development, and demonstrating the economic and fiscal impacts of a wide variety of projects to both corporations and governments.

Steve has been published in the Journal of State Taxation, the Journal of Multistate Taxation and Incentives, and the CCH Business Incentives Guide. He has been a speaker and instructor at meetings of the Council for Urban Economic Development, the International Economic Development Council and many regional economic development conferences. Steve has also participated in a number of international trade missions and trade shows representing both state and local governments. Steve earned the Master of Business Administration degree from the Fuqua School of Business at Duke University and a Master of Music degree from the University of Akron. He is an avid soccer player and coach, a bicycle commuter when the Cleveland weather allows it (both months), skier, and squash enthusiast (the game, not the vegetable). He also serves on the Board of Bellefaire JCB. Steve lives in Shaker Heights, Ohio with his wife and two children.
